Buying land in Nepal is a major financial decision. Whether you are purchasing a plot to build your home, investing for the future, or buying land for development, the property should be checked carefully before any substantial payment is made.

A property may look attractive because of its location, road access, price, or future potential. But those factors are only part of the decision. Ownership, documents, land classification, boundaries, access, taxes, disputes, and the actual condition of the land all need to be verified.

This checklist covers 15 important things to check before paying for land in Nepal.

Important: Property transactions can involve location-specific requirements and changing government rules. This article is for general information and should not replace verification with the relevant Malpot/Land Revenue Office, local authority, survey office, or qualified legal professional.

1. Verify the Landowner and Ownership

The first question should always be:

Does the person selling the land actually have the legal right to sell it?

Ask to see the original Jagga Dhani Praman Purja (Lalpurja) and compare the ownership details with the seller's citizenship and other relevant documents.

The Department of Land Management and Archives lists the original land ownership certificate and citizenship documents among the documents used for registration transactions.

Check:

Owner's full name
Land parcel/kitta number
Location
Area
Ownership details
Any co-owners or additional rights holders
Whether the seller's identification matches the ownership records

Never rely solely on a photocopy or verbal confirmation.

2. Check the Land Classification

Before purchasing land, determine how the land is classified and what use is permitted.

Land-use planning in Nepal distinguishes different land-use zones, including agricultural, residential, commercial, industrial, forest, cultural and other categories.

This is particularly important if your purpose is to:

Build a house
Develop multiple units
Construct commercial property
Subdivide land
Hold the property as an investment

Don't assume that every vacant plot can automatically be used for every type of development.

Confirm the applicable land-use status with the relevant local authority.

3. Review All Available Legal Documents

Don't inspect only the Lalpurja.

Depending on the property and transaction, other documents may be relevant, including:

Previous ownership/transaction documents
Current land-tax receipts
Local authority recommendations
House-related documents if a building exists
Tax-clearance documents where applicable
Power of attorney, if someone is acting on behalf of the owner
Documents relating to inheritance or succession
Court or administrative documents where relevant

The Department of Land Management and Archives publishes registration requirements and related procedures, which can vary depending on the type of transaction.

4. Confirm the Actual Plot Size and Measurements

Never assume that the advertised land area is automatically the same as the actual plot.

Verify the:

Kitta number
Recorded area
Length and width
Plot boundaries
Shape of the land
Survey information
Physical measurements

For example, a listing might advertise land as 4 aana, but the buyer should still verify the recorded area and physical boundaries rather than relying on the advertisement.

If there is uncertainty, obtain professional measurement/survey assistance before proceeding.

5. Check Road Access Carefully

Road access can significantly affect the usability and value of land.

Don't just ask:

"Does the land have a road?"

Ask:

How wide is the road?
Is the road officially recorded?
Is the access public or private?
Is the road currently usable?
Does the road reach the actual plot?
Is the road likely to be affected by future planning?
Can the intended building be accessed through the road?

Also check the local authority's records and recommendations where applicable.

For many buyers, a plot with attractive dimensions but poor access may be considerably less useful than a properly accessible plot.

6. Visit the Land Yourself

Never purchase land based entirely on photographs, maps or someone else's description.

Visit the property at least once—and preferably more than once.

During the visit, look at:

Surrounding houses
Roads
Drainage
Electricity
Water availability
Nearby development
Land elevation
Flooding or waterlogging signs
Neighboring boundaries
Access during different conditions

A site visit can reveal problems that are impossible to identify from a property advertisement.

7. Check for Disputes, Claims or Restrictions

Before making a major payment, determine whether there are known:

Ownership disputes
Family claims
Court cases
Boundary disputes
Mortgage/loan-related restrictions
Government restrictions
Other encumbrances

If the property is involved in a dispute or restriction, the transaction may become complicated or delayed.

Don't rely only on the seller's statement that "everything is clear."

Where necessary, obtain verification from the relevant authorities and professional legal advice.

8. Verify the Property with the Relevant Authorities

A property transaction should ultimately be supported by official records, not just documents supplied by the seller.

The Department of Land Management and Archives provides official information on land registration, ownership records and related procedures.

Depending on the property, verification may involve:

Malpot/Land Revenue Office
Survey-related records
Municipality or rural municipality
Ward office
Other relevant government authorities

This is especially important when something in the documents, measurements or ownership history doesn't match.

9. Check Water, Electricity, Drainage and Other Infrastructure

A plot can be legally valid and still be inconvenient to develop.

Check the availability and practicality of:

Drinking water
Electricity
Drainage
Sewerage
Internet/telecommunications
Waste management
Street lighting
Other local infrastructure

For a residential property, think beyond today's situation.

What will the area look like when you actually build your house?

10. Understand Zoning and Future Land Use

Before buying land for construction or investment, understand the area's current and relevant planning conditions.

Consider:

Permitted land use
Building possibilities
Local planning requirements
Road expansion
Nearby infrastructure projects
Possible restrictions
Surrounding development

Nepal's land-use framework includes different categories and planning considerations, so buyers should verify the applicable classification rather than making assumptions based solely on current physical use.

11. Assess the Surrounding Area

You're not just buying the plot—you are buying into the location.

Look at what surrounds the property.

Consider:

Schools
Hospitals
Markets
Transportation
Main roads
Commercial areas
Residential development
Parks/open areas
Industrial activity
Noise levels
Drainage and environmental conditions

For an investment property, also consider whether the surrounding area is experiencing meaningful development.

12. Check Taxes and Outstanding Dues

Before completing a transaction, confirm that applicable land taxes and other required payments are up to date.

The Department of Land Management and Archives lists the current fiscal year's land-tax receipt among documents required for registration transactions.

If there is an existing house or other structure, additional municipal or property-related tax documentation may also be relevant.

Ask for evidence rather than simply accepting a verbal confirmation that taxes have been paid.

13. Confirm Boundaries with Neighbors

Boundary problems can become major problems after purchase.

Compare the recorded information with what exists physically on the ground.

Check:

Boundary walls
Fences
Neighboring structures
Access paths
Existing occupation
Plot corners
Adjacent kitta numbers

If the physical boundary doesn't match the documentation, stop and investigate before paying.

14. Put the Agreement in Writing

Once you've completed your initial due diligence and are ready to proceed, make sure the transaction terms are clearly documented.

Depending on the transaction structure, the agreement should clearly establish matters such as:

Agreed price
Payment amount
Payment schedule
Property identification
Kitta number
Area
Responsibilities of each party
Conditions for completion
Treatment of advance payments
What happens if the transaction cannot be completed

Avoid handing over a substantial amount based only on a verbal promise.

For the formal registration process, the relevant government office has specific documentation and procedural requirements.

15. Work With a Trusted Real Estate Professional

The final step is not simply finding someone who can show you land.

A good real estate professional should help you understand the property before you commit to it.

A professional can help with:

Finding suitable properties
Comparing locations
Understanding property details
Arranging site visits
Communicating with sellers
Organizing documents
Identifying questions that need verification
Coordinating the transaction process

However, buyers should still independently verify important legal and ownership information with the appropriate authorities and professionals.

Final Thoughts

Buying land should never be a decision based only on price, location or how attractive the property looks.

The right property is one where you understand what you are buying, who owns it, what the land can be used for, how you can access it, what documents support the transaction, and what potential issues may exist.

Take your time. Verify the details. Ask questions. And don't make a major payment until the important checks have been completed.

At Luxe Properties Nepal, our goal is to make property buying more informed, transparent and straightforward by helping buyers understand the property before making a decision.
